CAIRNS
CAIRNS (Cooperative Alert Information and Resource Notification
System) is a demonstrator of technologies that can be used to
construct an interoperable CIMS (Crisis Information Management System)
architecture. Specifically, CAIRNS implements the following XML-based
emergency messaging standards: EDXL-DE, EDXL-RM and CAP.
CAIRNS was originally written at NICTA as one of the outcomes of
the SAFE (Smart Applications for Emergencies) project at the NICTA
Queensland Research Laboratory. CAIRNS is released as Open Source
under the BSD license.
See tiems2007.pdf for an overview of some of the design goals
and intended features of CAIRNS. While the description in the paper
doesn't correspond to the implementation in all details, it is still a
good starting point.
